Final evaluation of the Sector Reform Contract (SRC): Education Reform in Serbia – strengthening links with employment and social inclusion

The Republic of Serbia is facing several challenges in the education system, which is not fully adapted to the needs of an inclusive knowledge-based society. Serbia, in the context of the accession to the European Union, has initiated a systemic and long-term reform process of the education system. The basis for this reform is the national Strategy for Education Development in Serbia until 2020 and the Action Plan for its implementation

The main objectives of this evaluation are to provide the relevant services of the European Union and the interested stakeholders with:

• An overall independent assessment of the past performance of the Sector Reform Contract in Education, paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results.
• Key lessons learned, conclusions and related recommendations in programming, design and implementation stages, in order to improve any current and future Budget Support programmes.
